I have sold my home with the agreement to
upgrade my wiring. There was knob and tube wiring running a light in the office and Laundry room. The wiring has been layed dead and the fixtures and switches covered. The plugs in those rooms run on different circuits and wiring. The new owner could plug in lights in those rooms for lighting. Is this legal?

No, it is not legal. You need an installed light that is controlled by a wall switch. A plug-in-lamp is not good enough. You might be able to get away with a switch-plug in the office, if you can convince the local inspector the office is really a living room or a bedroom. The Canadian Electrical Code rule on this is 30-502 (with a reference to the National Building Code rule 9.34.2.2
